This is the only known photograph we have of the interior of Skagway’s First City Hall during its time period as the town’s city hall. George A. Brackett with his long beard is seated on the immediate right. Brackett was the builder of the Brackett Wagon Road that ran from Skagway to White Pass City. Based on the presence of Brackett, it is possible that this picture represents the start or finish of negotiations between Brackett and the White Pass & Yukon Route railroad over the purchase of the Brackett Wagon Road by the railroad.
