LETTER: Why can’t water be pumped from Suicide Basin?

It seems that Suicide Basin could be pumped enough to prevent it from reaching an outburst event level. It doesn’t seem to matter if the basin stayed, say 90% full, if it does not release.

All these pumps are in town to handle a full outburst event. It seems that it would be relatively easy to pump enough to prevent the basin from filling to flood stage.
